IBENA quoted Motamedi as making the remarks in an address to a round table meeting on Promotion of Bank Monitoring System and the International Financial Reporting Standards (IFRS) on the sidelines of the 27th Annual Conference on Monetary and Foreign Exchange Policies.

Motamedi said a debt collection committee should be set up, as government will turn debts into notary bonds and pay them.

What are debated today were once negotiated in 2013, reaching the conclusion that frozen assets had blocked flow of liquidity and encouraged recession, said the scholar, adding, “What is important now is payment of frozen assets on the basis of the effect of balance  of profit and losses. This is of higher importance.”

“Banks’ legal reserves constitute part of non-productive assets. These form 12 to 15 percent of assets. Another portion is the non-performing loans, investments and real estate: either voluntary or obligatory. That portion of the real estate owned properties given to banks by government by force is times higher.”

The expert proposed general analysis of defective points of banks on the ground that banks’ conduct differ from each other.
